Emergency Preparedness, Finanacial Smart

Dual-mode model enables RAVEN to serve as a resilient community backbone without imposing significant additional cost.

Under normal conditions, RAVEN stations are financially supported by multiple revenue streams, including EV charging and grid services.

During events such as Public Safety Power Shutoffs (PSPS) or major outages, stations remain operational through on-site generation and energy storage.

RAVEN’s network control system connects stations to optimize resource availability across communities.

It also provides state and local governments, as well as utilities, with an additional coordinated asset for emergency response.

Platform Overview

The RAVEN platform is a scalable infrastructure network designed to deploy resilient energy nodes across California, supported through a blended public–private financing model.

Each node functions as a localized energy hub, capable of sustaining critical electricity services and EV charging during extended grid disruptions—addressing a growing reliability gap driven by electrification and climate-related events.

Integrated System Architecture

RAVEN nodes are modular by design and configured based on site-specific resilience requirements. Each deployment integrates:

  • On-site energy generation (solar PV and other renewable sources where applicable)

  • Battery energy storage systems (BESS)

  • DC fast EV charging infrastructure

This integrated system enables each node to operate independently when necessary, providing continuous power and mobility support to surrounding communities during outages, including high-impact events such as wildfires.

Grid-Aligned Deployment Strategy

RAVEN is designed to minimize dependency on grid capacity at each location.

By leveraging on-site generation and storage, each node reduces incremental demand on the electric grid, allowing:

  • Faster deployment timelines

  • Reduced interconnection constraints

  • Lower infrastructure upgrade requirements

In this model, the grid serves as a supplemental resource, rather than the primary supply—enhancing both system resilience and scalability.

Statewide Deployment Vision

The platform targets the phased deployment of approximately 600 nodes across California, with prioritization of:

  • Resource-constrained and grid-limited regions

  • High-density population centers

  • Disadvantaged and underserved communities
